Building Cities Around Cats

My first reaction after seeing the Documentary "Rats" was could the people of New York allow the Vietnamese into their sewers for a month every year, Immigration issues and the sheer impossibility of an idea like that gave a rather second look on the Vietnamese around us, Natural born predators and voracious eaters of rat and these are cats.
With New York struggling with a rat problem the biggest investment for what is estimated to be an over 8.2 million rats living side by side with New Yorkers would be to actually import and enforce a respect and engendering of cats to help curb what could be described as a very risky and dirty life considering the amount of viruses an adult male rat can carry on a single foot.
Nigeria like India also have a waste disposal problem coupled with the ignorance of the majority, we couldn't just allow the proliferation of cats in our cities without first educating the public, This is an education that should have been a natural common sense because when you look at cities like Instabul and Rome, what maintains the cleanliness and freshness of the cities are the cats, Even though it doesn't completely eradicate the rats, pullulating like they do, it goes a long way and quite sustainable infact.

Petting them, playing with them and allowing them go about their duty we find our communities with the lesser risk of Virus like Lassa, Leptospirosis, Hantavirus among others.
We are talking at least 2 million cats per city for a clean and healthy city.
There would be no need for a rodentology department or creating employment from the baiting and killing of rats, You just employ cats and watch your city change like that. It is rather common sense considering the way we waste food, dispose garbage to build our cities around cats
